They are trying to pass a law for one, but it is not available yet. You can use your flex spending account to pay for therapies. Money is taken out pre-taxed and you can use that for child care, health expenses etc.
There is legislation (ABLE Accounts Act of 2009) "on the table" right now that is designed to help families save money for their children with special health care needs without compromising support from federal, state and local governments. The ABLE Act authorizes “ABLE Accounts,” which are similar in many respects to existing 529 college savings plans.
You can support the legislation by contacting your state senator (an easy way to do this is through capwiz.com).
This sounds like a health savings account. My husband just recently told me about this as well, so I'm starting to explore it. From what I understand, it has to be offered as a benefit by your employer.
